Try booting into safe mode when windows starts by tapping F8 a few times. Don't hold it down, just tap it a couple times. Do it right after your computer "boots up" but before windows starts to load. If you can't seem to get it, keep trying at different times, sometimes it can be difficult at first. Then select "Safe Mode" in the menu that pops up. From there, check to make sure your settings are OK, for example your resolution and refresh rate. If that still doesn't work, you may want to uninstall the drivers for the card and reinstall them. Does your computer show anything at all when it boots up? Like, you can see all the stuff before windows but when windows loads it messes up?
